About the Family & Social Services Administration :

The Division of Family Resources (DFR) within the Family and Social Services Administration (FSSA) is responsible for establishing eligibility for Medicaid, Supplemental Nutrition Assistance Program and Temporary Assistance for Needy Families benefits. The division also manages the timely and accurate delivery of SNAP and TANF benefits. DFR also provides employment and training services to some SNAP and TANF recipients. The division’s overarching focus is the support and preservation of families by emphasizing self-sufficiency and personal responsibility.

 

Role Overview :

This role acts as a resource consultant for the Division of Family Resources field staff. You will be responsible for varied SNAP/TANF policy consultant duties and will have specialized duties as well. Your role reviews extensive SNAP plans and related complex budgets, assists in SNAP plan creation as well as policy manual updates/creation. You will serve as the subject matter expert, understanding how all elements of policy work benefit the Division as a whole, possessing the ability to provide expedient, accurate, and complete responses to individuals requesting clarification on policy matters. Your role reviews existing training materials and work instructions for compliance with policy requirements and the ability to formulate new training materials to address identified needs.
The ideal candidate will have six years of work experience in business administration, education, public administration, social work, or related experience, or accredited college training in a related field. Strong knowledge of SNAP/TANF policy, federal regulations, state statute, and administrative rules. The candidate will have strong writing skills and an ability to travel occasionally as needed

 

Salary Statement

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows: 

  • Develop specific service program guidelines, policy and procedures.
  • Interpret and implement legislation and regulations from department administration.
  • Develop proposals and statistical tools.
  • Perform analytical review and maintenance of service-specific data.
  • Participate in grant writing process.
  • Continually update knowledge of current trends within specific geographical area assigned.
  • Collaborate with program development staff, except in those situations where incumbent serves in both capacities.

  • Thorough knowledge of the grants process including allocation, protocol, contracting and evaluation.
  • Specialized knowledge of the program area.
  • Expert knowledge of program-specific networks, terminology and concepts used in the field.
  • Specialized knowledge of departmental, divisional and unit policies and procedures.
  • Working knowledge of fiscal concepts.
  • Skill in interpersonal relationships, organizational methods, and managerial styles.
  • Ability to solve complex problems independently.
  • Ability to manage assigned work with minimum direction.
  • Effective communication skills.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
