Job Description and Duties

Under the general supervision of the Chief (CEA A), Division of Environmental Science, Planning, and Management (DESPM), the incumbent manages the Climate Adaptation and Special Initiatives (CASI) unit within DESPM. The incumbent has significant responsibility to formulate and administer the Commission's programs to address climate change and sea level rise on state lands, plan for the implementation of offshore renewable energy projects, and address other complex, sensitive, and emerging environmental challenges of concern to the Commission. The incumbent supervises professional program staff, ensures the use of best available science in the completion of program objectives, and has authority and accountability for completion of CASI goals and objectives and submittal of satisfactory products. the incumbent is responsible for operational planning and coordination of programmatic activities with the Commission's other administrative and technical Divisions and local, state, and federal programs and agencies. The incumbent shall follow the principles outlined in the vision, mission, and inclusion statements of the Commission.

Working Conditions

  • This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the State Lands Commission policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.
  • When in the office, work environment is mostly inside an office with artificial light and forced air temperature control.
  • Daily use of a personal computer, software programs, and a telephone at a workstation, for prolonged periods.
  • Bend, stoop, and stand while performing some tasks.
  • Transport materials or objects weighing up to 25 pounds.
  • This work unit is subject to core business hours between 9:00 AM and 3:00 PM.
  • Professional office environment, appropriate business attire required.
  • Frequent telephone/video conferencing contact with internal/external staff of various levels, as well as the general public.
  • A work environment that often involves a high-paced, deadline-driven workload.
  • Local travel to and from coordination or working group meetings, and occasional site visits or field research.
  • Occasional distance travel for public meetings.

Applicants using education to meet the minimum qualifications of this classification or who have obtained an advanced degree in a biological, chemical, physical, or environmental science, soil science, water science, hydrology, agronomy, natural resource science, environmental or public health, physical geography, or a closely related scientific discipline, should provide a photocopy or scan of their official transcripts with their application package for universities/colleges attended. Applicants providing photocopies or scans of international official transcripts may need to provide an evaluation/translation from an educational credentials evaluation service to ensure that all the required coursework can be verified by the hiring agency.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of basic principles of land, water, fish, wildlife, and other natural resource research; principles of ecology; and land-use practices as they relate to coastal and ocean resources under the Commission's jurisdiction.
  • Knowledge of state and federal environmental rules, regulations, and requirements, including CEQA, NEPA, and California Coastal Act.
  • Understanding of regulatory and legislative processes.
  • Knowledge of climate change and sea level rise science and adaptation strategies for coastal communities.
  • Experience with policy negotiation and development.
  • Ability to develop innovative solutions to difficult environmental management problems.
  • Excellent oral and written communication skills and ability to concisely convey scientific information to a general audience.
  • Ability to administer program resources including employee time, equipment, and budgets.
  • Knowledge of principles and techniques for personnel management and supervision.
  • Knowledge of the manager's role in Affirmative Action and Equal Employment Opportunity Program.
