This position will focus on creating and maintaining a consistent approach to cybersecurity awareness, readiness, and best practices at various government levels and affiliated organizations throughout the state. The role addresses significant vulnerabilities by providing much-needed resources, knowledge, and support to local governments and other entities that may lack the capacity to implement effective cybersecurity measures independently.

Key Responsibilities:

  • Develop and deliver educational materials, workshops, and outreach programs tailored to different levels of cybersecurity understanding and readiness across local governments and statewide partners.
  • Coordinate statewide cybersecurity efforts, ensuring alignment and collaboration among all stakeholders to achieve common cybersecurity goals.
  • Advocate for and promote the adoption of cybersecurity best practices across local governments and organizations, leveraging resources such as the State and Local Cybersecurity Grant Program (SLCGP).
  • Identify gaps in cybersecurity resources among local governments and propose strategic changes to enhance their cybersecurity posture.
  • Lead strategic planning and foster collaborative relationships with federal partners, state agencies, local governments, industry associations, and community groups to develop and execute a comprehensive cybersecurity outreach strategy.

Experience:

Education & Qualifications:

  • Bachelor's degree in Cybersecurity, Information Technology, Public Administration, or a related field is required.
  • Relevant cybersecurity certifications (e.g., CISSP, CISM, CISA) are highly desirable, and candidates with certifications will be given preference.
  • Experience with federal programs, particularly in managing or working with federal grants or funding programs related to cybersecurity, is beneficial.

Knowledge, Skills, and Abilities:

  • Cybersecurity Expertise: Understanding of cybersecurity principles, best practices, and current threats. Ability to apply this knowledge to develop effective strategies for various levels of government.
  • Strategic Planning: Proven ability to develop and implement comprehensive cybersecurity plans that align with broader state and federal objectives.
  • Project Management: Strong project management skills, including the ability to oversee multiple initiatives simultaneously, manage resources effectively, and meet deadlines.
  • Communication: Excellent written and verbal communication skills, with the ability to create clear, concise educational materials and present complex information to diverse audiences.
  • Collaboration: Ability to build and maintain collaborative relationships with a wide range of stakeholders, including federal partners, state agencies, local governments, and community organizations.

Problem-Solving : Strong analytical and problem-solving skills, with the ability to identify vulnerabilities, assess risks, and propose strategic solutions to enhance cybersecurity.

Leadership: Ability to lead cross-functional teams and drive statewide initiatives, ensuring that all stakeholders are aligned and working towards common cybersecurity goals.

Adaptability: Ability to adapt to evolving cybersecurity challenges and quickly adjust strategies and plans to address emerging threats.

Impact: This role is essential to ensuring the state can effectively protect its digital infrastructure by enhancing the cybersecurity capabilities of local governments and statewide partners. Through coordinated efforts, education, and the promotion of best practices, the Statewide Cybersecurity Coordinator will contribute to a stronger and more resilient cybersecurity environment across the state.

Work Environment & Travel Requirements: While the position is primarily remote, there will be a need for in-person attendance at meetings and events, as well as occasional travel to various locations across Maine. The selected candidate should be prepared to travel as needed to effectively coordinate cybersecurity efforts and engage with stakeholders statewide.
