While most of our homes are workforce housing, naturally affordable to households in the 40–60% AMI range, we are rapidly expanding in deed-restricted affordable housing. We currently operate LIHTC, Bond, Project-Based Voucher, and Amazon HEF-funded homes and are expanding into HUD programs.
We are seeking an Experienced Affordable Multi-Site Property Manager to oversee two 60-unit communities in East Portland. Both properties operate under LIHTC (OCHS) and Portland Housing Bureau (PHB) requirements, so strong affordable housing compliance experience is essential.
You will be the accountable leader for all aspects of operations across both communities—ensuring strong leasing performance, meticulous compliance, and exceptional resident service while meeting NOI targets. You’ll lead on-site leasing, administrative, and manage our maintenance teams and partner closely with our compliance and accounting departments.
Day-to-Day Operations – Oversee all aspects of property management, including leasing, lease administration, resident relations, and maintenance.
Compliance Leadership – Ensure full compliance with LIHTC, PHB, and other affordable housing regulations; manage income certifications, recertifications, and file audits.
Leasing & Marketing – Direct on-site leasing activities to meet occupancy and rent-up goals while maintaining compliance with applicable affordability restrictions.
Maintenance Oversight – Lead the maintenance function, coordinate vendor work, and oversee unit turns and light rehab projects.
Financial Stewardship – Work with accounting to ensure accurate financials, track budget performance, and deliver targeted NOI results.
Voucher & Subsidy Management – Process and track tenant vouchers, Section 8 paperwork, and income-qualifying documentation.
Team Leadership – Supervise, mentor, and develop site staff to achieve performance, compliance, and service excellence.
Required : 3–10+ years of affordable housing property management experience , including LIHTC and preferably PHB compliance.
Proven track record managing multi-site operations and meeting both compliance and financial goals.
Strong understanding of income certification processes and affordable housing regulatory requirements.
Data-driven approach to decision-making and problem-solving.
Experience building and leading effective on-site teams.
