Under general supervision of the Accounting Administrator I - Supervisor, the Accounting Officer Spec (AO) is responsible for independently performing professional accounting duties of average difficulty and requires an understanding of the accounting processes, , including but not limited to payment processing functions in the Financial Information Systems for California (FI$Cal) to counties and private providers out of special fund for growth cap penalty payment and other funds by the by the State Controller's Office (SCO) or through the Office Revolving Fund. Reconcile data and other required transaction documents of adjustments with the SCO to ensure accuracy and integrity of financial data. The incumbent exercises moderate control in the administration of the Departments established policies and procedures along with control agencies and has ongoing contact with management, program, other government offices, vendors and members of the public.

Working Conditions

• DSH-Sacramento is located at an 11 floor high rise building.

• This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent may also be required to travel throughout California as needed, with prior notice.

• The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Punctuality, good attendance, positive attitude, good verbal and written communication skills, self-motivated, ability to work under pressure, ability to meet deadlines while effectively handling multiple assignments, and ability to work in a team environment. 
• Experience using Microsoft Word, Microsoft Excel, and FI$Cal. 
• Knowledge and experience with interpreting contracts, inter-agency agreements and processing vendor/contractor payments.

Statement of Qualifications (SOQ)

SOQ shall not exceed two (2) pages in length, single-spaced, 12-point Arial font. The document shall be titled "Statement of Qualifications- (Your Full Name)".

1. Describe your experience handling Accounts Payable inquiries from internal or external entities and resolving the issues.
2. Describe the most complex Excel Spreadsheet you have created and explain how it was used for a work process or special project.
